Service · Owner's Representative & Engineering Advisory

An engineer on the owner's side — for the life of the building.

You depend on mechanical, electrical, and controls contractors to keep complex systems running. But when problems persist, recommendations conflict, or a major repair lands on your desk, you need someone whose only interest is yours. Bluefin investigates what's actually happening, determines what needs to change, and stays with you until the fix is verified.

When building systems don't perform

Owners usually call us when one of these sounds familiar:

A familiar story

A tenant says their office is too warm. The mechanical contractor adjusts the equipment; the complaint continues. The controls contractor reviews the BAS and reports everything is operating correctly. The mechanical contractor suspects airflow, so a balancing contractor is brought in.

Several service calls later, the owner has spent real money — and the tenant is still warm.

Each contractor looked at their own piece. Nobody looked at the whole system. Bluefin does: we measure airflow at the diffusers, check duct static pressure, review the BAS sequences and trends, evaluate how the VAV terminals are actually operating, and work upstream toward the air handler until the cause is established. Some problems reveal themselves in one visit; others take targeted testing or trend data over time. Either way, we follow the evidence — and once the cause is clear, we help you get it fixed.

We don't just hand you a list of deficiencies. We carry the problem through to resolution.

From investigation to resolution

Investigate→Diagnose→Engineer→Correct→Verify→Monitor

Investigate

Independent field measurements, BAS data and trend review, and evaluation of the equipment as it actually runs — establishing real operating conditions, not assumptions.

Diagnose

Engineering analysis and targeted testing to find the cause, not just the symptom — across equipment, distribution, and controls.

Engineer

The corrective solution: a sequence change, a repair scope, or engineered drawings and specifications when the fix calls for design.

Correct — by your contractors

We help you obtain and evaluate proposals, then review and observe the work while qualified mechanical, electrical, controls, and balancing contractors perform it.

Verify

We review balancing reports, test system performance, and confirm the work meets the acceptance criteria set at the start.

Monitor

Ongoing performance tracking, maintenance oversight, and lifecycle planning — so the problem stays solved.

We measure before we recommend

Bluefin's independence isn't just that we don't install or sell equipment. It's that our recommendations come from measured system performance — not from anyone's commercial interest in the outcome.

Diagnostic instruments — including an airflow capture hood and micromanometer — let us establish the facts independently. More than three decades of engineering experience let us interpret them. And as your representative, we help you act on them.

The result is advice you can trust: what your building really needs — and just as often, what it doesn't.

Bluefin performs diagnostic measurements and independent verification; we're not a certified testing, adjusting, and balancing (TAB) contractor. When certified balancing is required, it's performed by a qualified TAB firm — and we review the results on your behalf.

Your contractors do the work. We represent you.

We don't compete with mechanical, controls, or balancing contractors — we make their work more effective by giving them a clear, evidence-based scope and an owner's representative who understands it. You get one technically qualified point of contact from first complaint to final verification, instead of managing a chain of service calls yourself.

When a correction requires engineering design, Bluefin can provide it. For larger corrective projects, we bring in established engineering partners and stay on as your representative through completion.

Corrective engineering design is provided by Bluefin LLC in Oregon. Investigation, advisory, and verification services are available across the western U.S.

Beyond HVAC

Airflow and comfort complaints are a common starting point, but they're an example of how we work — not the limit of it. The same investigate-to-verify approach applies across the systems that determine how a building performs:

HVAC & hydronic systems Building automation & controls Electrical & lighting Plumbing & domestic hot water Fire protection Systems integration Energy performance

Long-term building stewardship

After the first problem is solved, Bluefin can stay on as your representative — reviewing maintenance contractor recommendations, evaluating equipment condition, and supporting repair-versus-replace and capital planning decisions with real data.

Where it fits, Bluefin Intelligence adds continuous visibility into how equipment is operating, helping catch developing problems before they become tenant complaints. Monitoring is optional — our representation doesn't depend on it.

How an engagement starts

Getting started doesn't cost anything. We'll talk through what's happening, what's been tried, and who's involved, then review the drawings, BAS information, and service records you have and walk the building with you.

From there we propose a plan and a fee that fit the problem — so you know what's involved before you commit. Looking for a whole-building tune-up rather than a specific problem? See retro-commissioning. For an example of a problem carried from investigation to verified fix, see a relief fan that never stopped.

Frequently asked

What does an owner's representative do for an existing building?

An owner's representative provides independent technical guidance on the owner's behalf. For an existing building, that means investigating performance problems, evaluating contractor recommendations, developing the corrective scope, and verifying that the work delivered the intended result.

How is this different from calling my mechanical contractor?

Your contractor looks at the problem from their scope of work. Bluefin looks at the whole system — equipment, distribution, and controls — and has no stake in which repair is chosen. We often work alongside your existing contractors rather than replacing them.

Do you design the fix?

When the correction requires engineering design, yes — Bluefin can prepare the drawings, specifications, and contractor scope. For larger projects we bring in established engineering partners. Either way, the physical work is performed by qualified contractors.

Are you a balancing (TAB) contractor?

No. We take diagnostic measurements to find problems and verify results. When certified testing, adjusting, and balancing is needed, a qualified TAB firm performs it and we review the report on your behalf.

How is this different from retro-commissioning?

Retro-commissioning is a systematic tune-up of a whole building, often funded by utility incentives. Owner's representation usually starts with a specific problem or decision and carries it through to resolution. Many owners use both. See retro-commissioning.

What does it cost?

The first conversation, document review, and initial walkthrough are at no charge. Once we understand the problem, we propose a plan and fee scoped to it — investigation, corrective engineering, and verification are priced to what the building actually needs.

Do I need to buy monitoring equipment?

No. Bluefin Intelligence is available where continuous monitoring makes sense, but our owner's representation services stand on their own.
