It's one of the first questions owners ask — and one of the hardest to answer with a single number, because commissioning is priced to the systems and scope of your specific project. Here's how the fee actually works, what moves it, and how to put a realistic number in your budget.
Commissioning fees are most often expressed as a percentage of total construction cost — commonly in the range of about 0.5% to 2%, depending on building type, systems, and how rigorous the scope is. Simpler buildings (warehouse, basic office) sit at the low end; complex ones (healthcare, labs, data centers) run higher. A firmer basis is the cost of the mechanical and electrical systems being commissioned, since that's what the work actually tracks. Most engagements also carry a practical minimum fee, because even a small project needs the full commissioning process.
Two projects with the same construction budget can carry very different commissioning fees. The biggest factors:
More systems and tighter tolerances (healthcare, labs, mission-critical) mean more testing and documentation.
HVAC and controls are the core; adding lighting controls, generators, PV, refrigeration, or envelope raises scope.
Energy-code minimum, LEED Fundamental, LEED Enhanced, or a utility program each carry different documentation and rigor.
Design-build vs. design-bid-build, phasing, and a compressed schedule all affect the level of effort.
Retro-commissioning an occupied building is scoped differently than commissioning new construction.

A standard commissioning fee covers the energy-consuming systems — HVAC and central plant, building automation/controls, lighting controls, domestic hot water, and related equipment — across the full process: design review, commissioning plan, functional testing, issues log, systems manual, and training. It typically does not include specialty scopes like telecom, fire protection and life-safety, security, or building-envelope commissioning (BECx) unless they're specifically added. Specialized scopes — envelope, and certain power/electrical and advanced lighting-control systems — are, when a project needs them, coordinated through vetted specialist partners under one point of contact. Travel and expenses for on-site testing are usually billed at cost, separate from the professional fee.
